This plan must:
- Identify the potential effects of an accidental release of the regulated substance, including an evaluation of worst-case and alternative accidental release scenarios;
- Outline the prevention measures the facility is taking to prevent an accident, including safety precautions, maintenance, monitoring, and employee training measures; and
- Spell out emergency response procedures for responding to such an accident, including emergency health care, employee training measures, and procedures for informing the public and emergency response agencies should an accident occur.
These plans provide valuable information to local fire, police, and emergency response personnel to prepare for and respond to chemical emergencies in their community. These plans must be submitted to the EPA, and must be revised and resubmitted to EPA every five years.
